Have you eaten today? I know that may not be the core cause, but it's the first step in my own checklist when I start shaking. If it's anxiety, squared breathing helps, as does out-shaking the shaking sometimes. (Think Whacky Waving Inflatable Arms Man.)

Edit: Squared breathing=inhale nice and deep for 3 seconds, hold for 3 seconds, exhale deep for 3 seconds, hold for 3 seconds, repeat.

I'm pretty sure this isn't straight HUD, it's on the voucher program or something. Would that make a difference?

The HUD I work with are Section 8 vouchers.

I'm thinking someone in your management office is, innocently, misinterpreting laws and regulations. If you have your HUD contract check it over for utilities. I think it might address access to utilities. Our local cable company offers $10 internet for those on HUD and I know I have to allow access for that.

Also, you can check with your local fair housing office and talk to someone there for free to find out how to properly ask for permission to have an outlet professionally installed. They can help you draft a letter that most landlords will appreciate.
