It means the speed limit can change at any time so there will be more chaos and accidents...maybe

the way I read it, the speed limit change just applies to the SmartLane. I do agree it will increase the amount of chaos and accidents because the SmartLane also opens up the left shoulder lane when traffic is slow in the normal lanes, so you are asking for problems navigating from the extra lane over to the right when commuters need to exit.

Not a very SmartLane when a human at ODOT has to monitor traffic and set up or close the lane.
