I contacted the guy and he knows it's slow. Says he'll compensate for how far I get but like...dude I can't submit the hit so how's that going to work?

yes it did for me as well. their server is under heavy load. i got an http 500 internal server error at one point but refreshed and could keep going.

There's no submit button as it's a task within the hit window itself.
