Shit, sorry, I had to leave for a bit. Honestly, for some reason I read the word county, but my brain processed it as city (both in the HIT and your question). So, I was indeed doing the mayor of the city or commissioner of smaller communities. They have all approved now (thankfully), so I'm guessing his post for county was a typo (or else he just realized that everyone did mayors of cities since that's all that was available). Hopefully, if he posts again, he clears up that error in the instructions.
