I didn't receive transcription they paid $0.03 per item but when I looked at the dashboard I was only paid $0.03 in total

Wouldn't it show the breakdown of each item I should be paid?

Whenever you submit a HIT the amount that is set as the "reward" is all you are going to get on approval. Any additional payment would be sent as a bonus, which could have a significant delay, if it comes at all.

I would recommend doing your best to avoid receipt transcription in general as they tend to be among the worst HITs on Mturk.
