not disputing the rejection because I understand the reasoning but from a technical standpoint a WHOIS lookup tells me who owns the domain and in most cases the state is the state where the Corp Offices are. If the domain is an ISP, that domain is registered in most cases in a state where the user does not necessarily reside. Verizon, for instance, is HQ'd in New York and a WHOIS will note that information, however, an insurance agent with a VZ address may very well be located in Maryland. There is a disconnect. If we provide you the state given in the WHOIS results we are likely to be providing false information.​

Based on the response I just got.. not worth doing any more of his hits. He's going to get a ton of bad information and won't know it's bad until whatever group he's working for starts digging in to the information for whatever spamming they're going to be doing.
