Yes. It would be better having seen the show but, it was made very 'accessible' because, money. It's very vanilla on the Trekkie scale, imo.

its a long TNG episode, like all the TNG movies

you know what a Borg is? You know the history between them and Picard? Do you care? They might even explain it in the movie, I can't remember

Well... there's a lot of background information that you wont have, so your enjoyment of the movie might lack a little "nuance". But it is an entirely self contained story otherwise, nothing in it that is never explained in the movie itself.

They explain it. Well, they're pretty self-explanatory. You've met one Borg, you've met them all.

TBH yes and no, there will be parts brought up that might not make a lot of sense but as a movie it does have a fairly good set of legs to stand on
