If you're willing to, under content settings you can set flash to run by default as well. Maybe you'll need to restart browser too? Whitelisting it worked for me.

The only thing we, here, know is that your friend can apply and see what happens. Some people get accepted and others do not and we don't know why. Only Amazon knows why they select some people and not others. That's about it.
