To restate it though, they can't open an account for you at this time, for internal reasons, and will email you when you can open a new account.

I am from Turkey and new to MTurk. I just signed in and got this message. They are saying they will notify me with an invitation, how much time it will take?

We have no way of knowing. But I wouldn't count on it happening any time soon. They have, sometimes, opened up accounts for people outside the USA. In fact, in the distant past, they did it quite a bit. But in the last few years, it has been rare.

I wouldn't count on it, frankly.
