Noah Turk uses the same methods as my local street crews. Put a sign up for construction, then we wonder for months when it will start.

they do if you happen to catch them once they've posted. The problem I've always had with the Noah hits is that whoever manages them does not pull the hit once the batch has been assigned out. It's laziness on their part. I email them from time to time to make sure they actually pull the hits off the platform.
